A little. A tinted lens dims and softens a bright screen, so amber lenses noticeably cut brightness while clear lenses barely change it. They can make a harsh display feel easier on your eyes, but they are not a true brightness control and will not replace your device settings.
If glare is the real problem, lowering your device brightness does far more than any lens. Use both: turn the screen down, then let a clear Day lens handle comfort during work and an amber Night lens soften things in the evening. Glasses help with comfort, not brightness itself.
