Not usefully at the same time. Sunglasses are dark and made for outdoor sun, while blue light glasses are made for indoor screens, so stacking them just makes everything too dark. You would also rarely need both at once: you are either outside in the sun or inside at a screen.
What works is using the right lens for each setting. If you want one pair that adapts indoors, a lens system lets you run a clear day lens for screens and switch to an amber lens at night, while you keep your actual sunglasses for going outside.
